With GO-111 revoked, a 26-year-old Government Order Hyderabad Real Estate Developers' eye a boom in land prices across areas adjoining West, Central and South Zone. The Telangana government has unlocked 1.32 lakh acres across 84 villages adjoining Hyderabad for development.

 

What is Telangana's 'GO 111'?

The government of Andhra Pradesh, before getting bifurcated into Telangana & Andhra Pradesh, had issued GO 111(Government Order 111), which prohibited development or any type of construction works in the catchment area of the Water Reservoirs: Osman Sagar and Himayat Sagar lakes up to a radius of 10 km.

The G.O. aimed to create a buffer zone that protects the catchment area & preserves the reservoirs as pollution-free. Therefore, the G.O. prohibited the setting up of pollution-causing factors such as industries, residential colonies, hotels, etc. 

No reliance on these two water bodies for drinking water needs has created an opportunity for development around the Twin Reservoirs. As a result, the Telangana government issued G.O. 69, abolishing the restrictions under G.O. 111.

Why in the News?

Environmentalists and Activists criticize the G.O. catchment area for various factors, such as it would be wrongdoing against nature and the law of the land. 

Meanwhile, 3 reasons the local realtors accredit this drop to:

1) The buyers' side is to wait for the new regulations from the chief secretary-led committee as mentioned in GO 69.

2) The potential growth in the market value of the land by the issuance of construction permits.

3) The speculation over whether there would be an upcoming legal battle that might stay GO 69.

With the G.O. 111 gone, there is an upward rise in land prices, but revenue officials claim a dip in registration.

This summarizes as much as 538 sq. km of land close to an ever-expanding urban accumulation called Greater Hyderabad, which is presently spread across 650 sq. km.

The government has announced that it would not allow the water quality in these twin reservoirs to deteriorate. Instead, it would earmark green zones and prepare environment-friendly infrastructure with sewage treatment plants, roads and drainage.

In the wake of achieving UN SDGs, many architects and city planners urge the government to ensure sustainable and eco-friendly development. Using natural resources & local flora and fauna rather than exotic ones that are readily available around the areas to curb earlier city planning mistakes leading to significant water management issues. 

Entangling environmentalists, landscape architects, ecologists, and biodiversity specialists would be a bold initiative toward sustainable development. 

Development of villas, resorts, holiday homes, recreational facilities and luxury housing with certain sustainable aspects would showcase a New Hyderabad as a value addition to commercializing land. 

However, due to their proximity to the IT hub and the international airport these localities in the west of Greater Hyderabad have been the focus of the real estate expansion.
