What is Telangana's 'GO 111'?
The government of Andhra Pradesh, before getting bifurcated into Telangana & Andhra Pradesh, had issued GO 111(Government Order 111), which prohibited development or any type of construction works in the catchment area of the Water Reservoirs: Osman Sagar and Himayat Sagar lakes up to a radius of 10 km.
The G.O. aimed to create a buffer zone that protects the catchment area & preserves the reservoirs as pollution-free. Therefore, the G.O. prohibited the setting up of pollution-causing factors such as industries, residential colonies, hotels, etc.
No reliance on these two water bodies for drinking water needs has created an opportunity for development around the Twin Reservoirs. As a result, the Telangana government issued G.O. 69, abolishing the restrictions under G.O. 111.
Why in the News?
Environmentalists and Activists criticize the G.O. catchment area for various factors, such as it would be wrongdoing against nature and the law of the land.

1) The buyers' side is to wait for the new regulations from the chief secretary-led committee as mentioned in GO 69.
2) The potential growth in the market value of the land by the issuance of construction permits.

The government has announced that it would not allow the water quality in these twin reservoirs to deteriorate. Instead, it would earmark green zones and prepare environment-friendly infrastructure with sewage treatment plants, roads and drainage.

Using natural resources & local flora and fauna rather than exotic ones that are readily available around the areas to curb earlier city planning mistakes leading to significant water management issues.

Development of villas, resorts, holiday homes, recreational facilities and luxury housing with certain sustainable aspects would showcase a New Hyderabad as a value addition to commercializing land.
However, due to their proximity to the IT hub and the international airport these localities in the west of Greater Hyderabad have been the focus of the real estate expansion.
